Let's say you use Placidus system of houses and your birth time is very accurate and you have various things going on in your life that you see when you read 12th house descriptions. If this is the case, and you feel it intuitively, Venus belongs in 12. If you read the description of Venus in 12 and think, it just doesn't sound like me, then read the interpretation of it in 1 and think, that sounds just like me, you interpret as being in house 1. It can go either way, especially if you use the equal house system.
I have three planets very close to the angle in house 12, one of them approaching the ascendant with only thirty minutes separating and I interpret it as house 12 because it feels like it correlates with my life and I can relate to it.
The Moon you would need to determine which one feels right. Moon in fourth is a domestic, emotional, feminine placement. Moon in third is more communicative, masculine, likes to be out in the neighborhood talking to people, is a bit more rational. Consider which description you relate to better.
