Are declinations equally important in the composite chart?
Yes, if it is a relationship you are already in. Personally I use composite charts only for those in marriage or cohabiting. Otherwise, for potential relationships, I use synastry so that the points considered are anchored to the individual's birth charts.

Two planets within a degree of each other, but on opposite sides of the celestial equator (one north, one south) would technically be a contra-parallel, but is an especially strong aspect.

One thing you can do is search using the name "KT Boehrer" and see what you come up with if you chase many pages of results. She was, as she termed herself, the declinations lady. Unfortunately her book Declinations, The Other Dimension seems to be out of print and/or unavailable. AFA does not have it. Please, let me know if you discover otherwise. I'd love to have a crack at getting a copy of anything authored by KT Boehrer. She was a phenomenal lady, independent thinking, and ahead of her time.

Beware of information that makes false equivalence between declination and antiscia. That is not eqivalency, but rough approximation that cannot determine parallel or contra-parallel aspects reliably. Same for programs that supposedly convert declination to zodiacal longitude. Useless, because we already know the zodiac positions very easily by looking at basic astrological charts. And those conversions are only accurate for the Sun and Ascendant. The further out you go planet-wise, the less reliable such conversions from declination to longitude/zodiac are, because of planetary variance from the celestial equator. Once you get to Pluto, not reliable at all.
There is no 'cheat' method of learning declinations. No tricks or gimmicks. We have to train ourselves to handle more information. It can be a struggle, but is worthwhile.
