Out of Bounds (OOB) is the most overplayed part of declinations. What matters more are the aspects. OOB is overplayed because it is quickly identified once you learn that the ecliptic or so-called 'boundary' is 23°27' north or south. Thus factually equipped, astrologers (or should I say astrologists) start attributing meaning to anything that seems out of the ordinary. The Sun's path has been used as a simplistic differentiation point for simplistic interpretations.Important: the Sun's path is not actually a boundary. It is a path. So I don't emphasize OOB, rarely even using the term in interpretation unless the planet's position there is at least in aspect with one other planet.
My interpretive perspective on OOB is ... that planets found there indicate drives that may be subject to the x-factor effect in which one is urged to color more creatively with those energies rather than follow convention ... to follow your own light in those things ... but that does not necessarily mean that planetary energy is 'stronger', nor does it mean 'weaker.' I imagine this would be another one of Edgar Cayce's Uranian-like factors.
Declinations are the movements of the planets northward and southward as they move in longitude. Therefore it does not matter what sign system is used in longitude. They always matter.
The degree of OOB for a particular planet varies according to its orbit. The Moon is more often OOB since its long phase takes it past 28° north or south. That movement is pretty quick, lasting around 5 days at each end (Gemini-Cancer north, Sag-Cap south).

Planets like Mars will be OOB longer, but that also means a less personal meaning to this. It becomes more like planet-in-sign specificity.
It's not about 'stronger' or 'weaker' when interpreting a planet in OOB, which does not define a planet's relative strength (which is defined by strength/emphasis of aspects, nearness to the correct Asc or MC of native's birth chart, relative closeness to earth in orbit).
