The website is obviously a marketplace for health insurance. There shouldn't be any trouble understanding that.Attempting to criticize whether to "Start Now," or "Apply Here," isn't the tough choice they're trying to make it out to be. This is followed by the rather obviously understood "Apply Now" button. Then, it says, "Want to learn more first?" followed by the once again obviously understood, "Start Here." There's no question whatsoever about what to do given the context of the buttons: you can either move straight to finding a policy, or you can learn a little more first.
