My 4th house is libra and most of my personal planets are in capricorn so if someone has planets in there, then they are most likely aspecting one of them, my moon included. it is different though. The moon has more to do with your emotional state while the 4th house is who you are when you're really at ease. It's easy to feel at home with people who have planets in your 4th house.I don't know about the IC significance vs the moon though. Mars in the 4th house would be more noticeable than perhaps in the 2nd, because the 4th is an angle. Then they encounter someone who has a positive Moon/Moon with them...and then it ends up being were they feel completely in sync. I also really see him as my family, like I have very deep feelings towards him. Not necessarily romantic, but indeed very rooted and comfortable. It's the kind of feelings I like, because it's already in my natal I suppose... My boyfriend on the other hand, got a 5th house stellium in his natal with Sun, mercury and venus in 5th house. And my Sun, venus, mercury and mars is in his 5th house, so he must clearly feel comfortable too with that kind of energy. And that is a very romantic and passionate energy, so though he doesn't touch any of my romantic houses I think it goes both ways, when almost all my personal planets hit his 5th house... We both got pisces moon, but they are not closely conjunct, they are like 10 degrees apart. Still I think we really get each other emotionally, it is like we are both each others types completely... Once he looked at me, like really intense looking, and I was like "What?" with a big smile on my face, and he told me that "You just look so feminine!" LOL, but still I really think this is the essence of pisces moon guys, they really like a girl that is feminine in her appearance... I agree to this. I've had friends who have said that Moon-Moon isn't great. Then they encounter someone who has a positive Moon/Moon with them...and then it ends up being were they feel completely in sync.
