What is your attraction to him? Has it always been this way? If you feel the need to contact him, why not, at the least you could become friends and decrease those feelings of what if. I've also felt the same way you have about someone, and the thing to remember is that things happen for a reason. So maybe you will never see him again, that is okay. There is definitely someone else out there that is better suited for you and can give you what you need. That is the lesson of Pluto- to be okay with letting go and channeling our obsessions more properly.

I wouldn't give up on this guy so fast, especially since he has some mutual interest in you. You have the power and resources to change things. By contacting him, it will cause a start of emotional feelings and make you realize that your time with him is completed romantically speaking.
