Seems like right now all the resources ( I assume money) are available. Communication between you and IC is currently pointing towards yes but there may be a breakdown of communication and a lack of resources which could mean that your trip to Ohio is a little further away. I also feel like the advice here is that you really need to talk to IC further and and think about if this trip is feasible to see what is you need to get in order so you can go sooner (within 2 weeks)

So I'm sorry but I don't think it will be too soon. I think that if you try harder to convince M then it could speed up the process and see him a little sooner. I see you as the queen and good at communicating and getting your way. M is reserved or trying to keep something about themselves hidden so it might take them longer to come around.
