Are these 3 different spreads or one big spread broken down in two cards?Overall, the spreads look very positive to me.
In relation to the true intentions of someone towards another in a romantic aspect I would read the cards as follows:
Page of Cups and Empress - if you are the Empress in this spread then his manner is represented by the Page of Cups which often has a very sincere and cute approach and usually offers something in a nice way. Now that could be anything: he may just be offering to bring you a glass of water or simply ask you anything in a caring way, like how did your day go; where do you want to have dinner tonight, etc.
4 of Wands and Judgement - I like this one as it shows that he really wants to enjoy happy times together and to have fun in a very accommodating environment, or a home of your own. Judgement here probably means that he is really feeling like he wants to act on his desires, to reboot the relationship in a powerful way.
9 of Pentacles and King of Cups - These two cards can simply be representing the two of you. 9 of Pentacles however is a lady that is not committed or seen as doing great by herself or someone that is incredibly appetising to those around her, a great catch. King of Cups really handles his emotions very maturely and would never go to any extremes in expressing their feelings unless Reversed.
