I think so. It would give them traits of the Pisces sign, including an aura of mysticism, mystery and romanticism/sensitivity.
I have Neptune on my MC natally and I think I show a much more "shy" person in public than I really am. Currently T Nept squares its natal position from the end of my 1st house so I'm probably looking all foggy and watery...

a tattoo i got once was done while neptune was on the ascendant of said tattoo's chart

...man! it made me sooo incredibly sensitive to EVERYTHING!!!

i got some more later to kind of balance it out but i can say that it just made me feel as a leaf in the wind.

shiloh has neptune on her ascendant.

I believe that what the aspect add is a halo of misterious. it is difficult to get to know a person with this placement as they can be whatever you want to see.

I have neptune in the 1st...when people guess where I am from I have gotten so many different replies its crazy and I think this has to do with people seeing what they want to see. I have gotten:

cuban, colombian, puerto rican, new yorken, italian, french, jewish, spanish...etc

neptune conjunct ascendant and to a lesser degree neptune in the first makes you a psychic sponge of your immediate environment and gives you an innocent touch look wise and people project their fantasies unto you, is like you bring out the dreamer in others.

i have neptune conjuct ascendant with jupiter right there too.

some of my nicknames are "the oracle" and "nymph" "ferret"...people definitely see me as ethreal and floaty. i am the communal dream interpreter. true to descriptions of that placement i am very intuitive, empathic and clairvoyant. i just know and see things...very sensitive.

I have Neptune in 1st house, conjunct ASC by 2-3 degrees. I donīt think I am particularly "mystical" though.

But it surely makes my Sagittarius ASC come across as less extrovert as it might be without Neptune on the ASC.
