That doesn't sound right.
What you might possibly be talking about is the degrees per house you get when you are calculating a birth chart.
(some houses can have up to 50-60 degrees depending on where you are. This of course will also have small houses with House cusps of 10 or so degrees)

Does that make sense?

hm thats probably what i was thinking of. but why does this happen? are houses aligned with the eclectic? eleptic? but i thought i read that in the west hemisphere that libra is in the sky the longest and aries the shortest or something similar to that.

It's a Latitude thing

The closer you get to the Poles (North and South)
the larger the houses will be which also mean
you'll have intercepted signs.
