With transits, its sort of like planets and all sensitive points are employees working at the same company-specializing in differing things. When the manager calls a meeting and many are not available to attend, the reception is mild. In fact the energy may not be as strong.
But if the timing is good and 80% attend, the energy is felt that much stronger. You can feel the group-think on a very tangible level.
So its not only Pluto hitting your Moon that will make your life shake. But if Venus forms a sextile aspect to the Ic, Mars arcs to conjunct Moon and North Node opposes the IC, then we are talking about a lot of activity involving emotions(Moon) and sense of belonging(IC).
Many times we view a transit as a "stand alone" aspect. Cut off from the rest.
But this is not how it works IME. As it is usually a summation of things /aspects coming together by very close orbs at the same time.
Their influence may overlap and emphasize a certain area of focus in the chart.
So I get nervous when people say; 'I have Saturn transiting the 1st house. What will that mean for me?' And we all jump up to interpret its likely meaning.
What the person should note is that there is already a "busy ness" by progressions /solar arcs in the chart already. So in what way will Saturn joining the 1st house contribute?
