some objects move remarkably fast, thus they're called "Fast Moving Objects"fast moving asteroids are FMO as well.
distance, the path, the size, and the pov they are analyzed from/orientation(?)/observational point(?) - factor in to how long they remain in a sign, the same as planets. Some major asteroids are now termed "dwarf planets", but as it could be expected the ones that lay within the mainbelt or near the sun possess faster orbits, while trans-neptunian objects/kupier belt, as expected, have slower progressions (Eris has been in Aries for over 30 years, I believe, probably good for another 30 years there to.) lol
I could be wrong, but I believe Vesta is one of the fastest of the commonly used asteroids in astrology today.
I don't think it's crucial to have birth time for most of them though... not at all~ !
Some don't put emphasis into houses with asteroids anyway. (I do.) ^^;

stars are "fixed" because/when they do change at all, they merely fluctuate between the same 3 degrees (depends on the Earth as much as their own subtle changes). It's not so much that they are literally glued in place or something like that... haha - "wandering star" was once a term used to describe a planet (that was sometimes not known to be another body or planet at all). Stars get complicated when looking at binaries and clusters... in this way, some stars defy the term "fixed" as well. because they respond to whatever else is in their system... Mostly the changes we see with stars (space objects) is from our own point of view, (I think it's called parallax or something lol), science enables us to look more objectively at these motions in modern times, but astrology (I believe especially doesn't have to), has not necessarily embraced those same corrective mechanics... - But, the nodes/points are concerned with the orientation of some ecliptic element or another. =x
