I can speak to sort of the opposite; I have Chiron conjunct SOUTH Node, so I could suggest themes that are connected! Perhaps what is very familiar for me may be what NN in your example would be here to explore.

Chiron is more about being energetically hyper sensitive; in Libra this may play out like being hyper aware of the dynamics playing out between people connecting. Chiron in Libra can often struggle with loving oneself, feeling like the truly fabulous, Venusian being that they are. But the truth is, they may have been exposed to many people who were dulled to the experience the Chiron person is going through. This can cause discrepancy in how we think we should feel vs what we TRULY feel.

When it's sitting with the North Node, then these themes will likely feel new, unexplored and have a draw of curiosity. I have found that the NN aspects tend to come in more consciously AFTER the first Saturn Return. If it's prior to, take it easy on the themes and see what happens to play out. Be curious about it! If it's post the first SR, then there may be a little more awareness already, if the person is curious about the Self and Astrology.
