Example, the ruler of my 10H (Aquarius) is in the 7H (retrograde Uranus). Everything I find is for vedic and doesn't even use Uranus and it mostly describes meeting my spouse at work or being married to my job.

Page 267, when the ruler of the 10th is in the 7th ... (Uranus is able to use the 10th for its own 7th house purposes).

Alan Oken is asserting here that - in every natal chart - the sign on the cusp of the 8th house (death) from the 5th house (children) MAY describe the nature of the death of the chart owner's first-born child. [The second child is the sibling of the first - so, in chart turning, he/she is symbolised by the 7th (ie. 3rd house from the 5th) and his/her death would be described by the cusp of the 2nd (i.e.. 8th from the 7th).]
