It's impossible to know how these placements would play out in the relationship without looking at the rest of their chart.But based on the information here..I would think the venus/Neptune person would have kind of a dreamy, romantic view of love and relationships. They are in love with being in love. The are compassionate, sweet, express their love more freely without feeling too vulnerable expressing this part of themselves. Maybe kind of artistic, shower the object of their affections with gifts of all varieties. This placement runs the risk of making the person to unrealistic or idealistic in their relationships. They romanticize things, & get lost in the fantasy of a relationship & may not see it for what it is at first. But sooner or later they will get back in touch with reality and may realize the fantasy was just that.
Especially if this is the one in libra. This person may be that hopeless romantic but at the end of the day they bounce back no problem. Love for the most part is lighter. They aren't going to be feeling intense undying love. Because they have a habit of falling in love with whatever image neptune creates.
Like everything else in astrology, how mature the native is will determine how they express this aspect. A more mature or evolved person who is aware of this part of themselves, strengths & weaknesses, is able to consciously control it. A less evolved, immature person will likely remain blind to its effects, remaining in a vicious cycle. Hopefully to realize it one day.
The mature person will realize their tendency to romanticize things and can keep themselves in check. This is a beauty aspect too. While neptune can have disillusioned affects, distorting the natives views & making them appear different to others. They become disillusioned too.
With understanding the native can use this placement to reflect their inner beauty so they are able to reflect their highest vibration with a greater intensity.
Now the person with the venus/Pluto conjunction does not have the same dreamy, playful approach to love as their neptunian counterpart. They love with so much intensity, they aren't able to express this effortlessly like venus/Neptune. Their powerful emotions can make them very guarded out of fear of getting hurt. Their emotions are overwhelming. This placement can make someone obsessive & possessive of the object of their affections. They are prone to Jealousy. They are either going to be that crazy person, becoming consumed with these negative traits and express that. Or they keep those ugly traits locked away. They are very careful not to show the slightest hint of this. They are very mysterious, no one can get a good read on them. They can be quite magnetic. People want to figure them out. Usually when you solve a mystery, that mystery no longer has the same appeal. Same goes here. Keeping an air of mystery around them is important to keep consistent. It is important to learn how to be vulnerable in love so not to fear the intensity here.
I am now realizing the much more obvious placements would be pluto/venus in libra & neptune venus in Sagittarius. (Unless you are doing a synastry between a 10yo & their great grandpa.)
The pluto/venus conjunction in libra might be a little less intense here. That aspect is going to be heavy no matter what sign or house they are in.
In Sagittarius neptune/venus isn't going to be as dreamy and romantic as I had said when placing it in libra.
Both signs are pretty light when dealing with emotions. Sagittarius isn't an emotional sign & prefers not to deal with the vulnerable ones all together. The neptune/venus may express itself through the signs innate passion for wisdom & philosophical & spiritual knowledge. Truth & freedom are the most sacred of all things to a Sagittarius. On the down side, these people will likely use neptune to reflect the most ideal image of themselves, whether it is their real self or just who they want you to see them as.
I don't share these exact synastry aspects with anyone I know of but some similarities.
I have my own venus (11°) & pluto(9°) in close conjunction in Scorpio 5th house. This is pretty much how I described it but in Scorpio it's much more potent. I love this part of myself but it is definitely no walk in the park. I keep the ugliness of this aspect out of sight. It contradicts my Sagittarius sun & stellium. To me I feel my Venus very much all the time but I sometimes forget since this part is never active or expressed outwardly, I appear much different to others than what I am in entirety. Just a big weirdo I am.
