And the 7th house is the other person? So let's say if Jupiter and Mars is in the seventh house. And there is a textile between Jupiter and the Moon does that mean its a yes to the horay question. I know the asc also represents the person who asks the question. But there is no aspect.

This question I asked is about my long-term friend he and I have been friends for over 10 years.

I asked if he and I will have sex.

Since he's a long-term friend, I'd place him in the 11th house, ruled by Saturn. You're Venus and you're in his house, which shows you're interested in him. Venus is applying a sextile to Saturn, I guess it's a yes.

If he was represented by the 7th house. Would it still be a yes because of the Moon/Jupiter aspect?

Moon is the co-signifier of the person asking the question, or the person represented by the person or --something--
who asked the question. In your case the Moon is your co-signifier since this question focuses on you.
The Moon is the most important planet in horary. It also shows future events.

As for whether this chart is appropriate enough to answer the question to, I don't know. I don't know if the chart is radical or not.

Radical chart is determined by mutual affinity between the planetary hour and ascendant ruler.

I always read that Moon is the co-significator if the querent (person asking the question) is a WOMAN and the Sun is co-significator if the querent is male. Your main significatir is obviously the ruler of the 1st house. The 1st house ruler ALWAYS has precedence over the co-signifcator but if the 1st house ruler and the ruler of the house in question don't aspect then look and see if your co-significator and ruler of house in question aspect.

In your case your ruler is Venus and your friend is signified by the 11th house (the house of friends and groups among other things). The 11th house cusp lies in Aquarius so your friend's ruler is Saturn, the traditional ruler of Aquarius. You (Venus) are in an applying sextile to him (Saturn) which ultimately shows that you two have good will towards each other which would obviously be expected since you're friends. You DO NOT use the 7th house in questions about platonic friendships, ONLY in questions about romantic partnerships, business parterships and when inquiring about a stranger. The 11th house is all about friendships, NOT the 7th house.

Since Venus (you) are exalted in the sign of Pisces and Saturn (your pal) is in Capricorn, one the signs it rules I would say both of you are doing well enough to be of help to each other or provide a good outcome to your question. If we take him as the 5th ruler (in horary the 5th, not the 8th is the house concerning questions about sex) then he is the Sun, ruler of the 5th house cusp in Leo. You're Venus and he's Sun and Venus and Sun are in an 8-degree separating conjunction. Did you guys have sex before? You asked this question on Feb 12th, 2018 so did you guys have sex 8 days, 8 weeks, 8 months or 8 years before you asked the question? A separating aspect shows what's already happened in the past. The Sun and Venus conjuncted on January 9th, 2018 and will conjunct again on October 26th.
