Since Venus (you) are exalted in the sign of Pisces and Saturn (your pal) is in Capricorn, one the signs it rules I would say both of you are doing well enough to be of help to each other or provide a good outcome to your question. You're in the 11th house and Aquarius naturally rules that house, Saturn is the traditional ruler of Aquarius and happens to be the sign on the cusp of the 11th house in your horary. Your friend is signified by Saturn and since you're in the 11th house (a house Saturn rules) and exalted in Pisces I'd say your friend feels comfortable around you and welcomes you to him with open arms and really enjoys being around you.

Furthermore, you're in his turned 3rd house which again solidifies the fact he likes talking to you and communicating with you.
