If I accurately know my birth place and birth time, then will be I still be considered born under a cusp sign?

Isn't the definition as used now in field of astrology that if i am born July 19 to 23 then I am a cusp between cancer and leo.
What did Linda believe about Cusps?

One would need to have the entire birthdata in order to cast a chart to find the exact degree of the sun sign.
