Greetings...For Horary Astrology, there are several books that are "must haves":
1) Horary Astrology and the Judgment of Events by Barbara Watters
2) Horary Astrology Rediscovered by Olivia Barclay
3) Christian Astrology by William Lilly
C.A. by Lilly is THE classic work on Horary. It is a hard read, but it's the source material for all modern writers.
Olivia Barclay was a wonderful woman, I had a great time meeting her, and she ONLY did Horary Astrology, so she sure knew her stuff.
Horary Astrology is best started from these classics, and USE THE RULES, whether you like them or not! They will keep you on the straight and narrow until you learn to expand on the rules a bit through experience.
In Horary, start by using the Ancient rulers, so that means relegating the outer planets to secondary roles, but they have not been around as long, and their effects in Horary really do seem secondary at best. Also they move so slowly, that to use them as significators is generally a bad idea. Unless of course teh question specifically relates to a topic intrinsic to the outer planets. Besides, Horary is most typically a HOUSE centered Astrology, the signs take on the roles of description more than rulership per se.
