If someone is born in Europe and then live in the U.S., does their "astrological clock" adapt to U.S. timezone? Or would you have to read their "daily horoscope" across two U.S. days to cover THEIR EUROPEAN birth stamp in reference to our timezone?

You always use their true birth time. If you use astro.com for the daily astrology, it will go by your time zone when basing the transits.

For example, even though I was born in California, I the Eastern time zone, where I live, as my time zone for transits, because they effect me as the transit occurs. If I went back out West, then I would look at it from that perspective.
