In my Progression for today, I now have Sun in Scorpio at 1.0 degree, and Venus in Scorpio at 4.10 degrees, both in the 5th.

My question is, could these Progressions be contributing to my newfound desire to be married?

That's my first question...

The other is just to clear up some confusion in my head about how to interpret Progressions. Currently in Progression for today, I have Jupiter & Saturn in Capricorn (same as my Natal). However, they are now in the 7th House.

So...

Looking at planets currently transiting my NATAL chart, Pluto is completing a transit of my 7th, which has no planets.

But in the Progressions chart, Jupiter & Saturn are currently in the 7th.

Saturn and Jupiter in the 7th??

I don't think those aspects are making you want to get married, I think they're saying that you will meet someone, fall in love, and make a commitment to each other. (this can obviously mean marriage, or just shacking up)
