Yeah, I'm gonna go with sag....it's the hair and the rugged look. Plus, alot of sags I know are brunette with blue eyes.

Leo-Leo-Libra, with Pluto rising, or a Leo-Leo-Sco or Sag with Neptune in the 1st.

He looks like a better looking version of my brother, with better hair and better facial symetry. My bro's a Leo-Ari-Sco with Neptune rising. This guy's got my brother's facial expression, but he doesn't have the long, lop-sided "rammy" look of Aries. He's got a far cuter nose too, very boyish - so I'll say Leo moon. He's got my brother's brow and deep set eyes, so that could be due to either Sco rising or Pluto on the ASC. But I think Neptune must be strong in his chart, cos he's got that ambiguous Neptunian vibe going on - if he has Neptune rising or inthe 1st, and I suspect he's roughly my age, then he would have to have either a Sco or Sag ASC. Unless his 1H was very big. Of course, he could simply have Neptune aspecting his ASC.

He doesn't have any planets in Aquarius.
Neptune aspects his sun moon and venus so that where you might be getting the Pisces vibe.

I'm really surprised at how close some of you are getting. When I first guessed his placements I was totally wrong.

I couldn't find out his AC so your guess is good as mine. But I personly think it might be in Libra that would make Pluto conjunct his AC giving him his beautiful Scorpio look.
