However, despite his chart. His nature is so Scorpionic it's overwhelming. He's a blend between the passion, jealous, and controlling nature of Scorpio and the detached, rational, and unemotional nature of Aquarius.

The only time I see a Sagittarian like attitude from him is when he's drunk or high (I'm thinking maybe because he has Sun conjunct Neptune, they help him with true self expression?)

I heard the theory of in cases with twins that one may act out the characteristics of the Sun and it's aspects and the other may act out the Moon and its aspects... together with other planetary aspects.

I have a feeling my boyfriend acts out the Moon more often than Sun, even though I mean...some attributes of the Sun are still very persent.

Whatever the case is, I was wondering if this could all go back to his Mars being 0 degrees in Scorpio? Or does that just shape the personality and it's something that has to do more with aspects?

Based on only the information you gave, your boyfriend has two "Scorpionic" indications: Mars in Scorpio (ancient ruler of Scorpio) and Pluto modifying Scorpio (modern ruler of Scorpio). And, since Mars is in a "fate degree" (also called a "critical degree"), the Scorpio energy is strong in his Mars. The rest of his chart could also increase this Scorpio quality.
