is a persons wealth & financial future/capabilities signified by the 2nd cusp and the planets there in and aspects, or the IC?

heres mine:
2nd house cusp Libra
Venus in 4th H (thats ironic )
Ceres in Libra in 2nd,
Venus Sextile Ceres

(i think i gave these earlier in a previous post that had nothing to do with the 2nd house)

4th H cusp Sagittarius
Sun conjunct Venus
Venus conjunct Juno & Lilith
Mercury in 4th
Uranus in 4th
(all in sagittarius except for uranus in capricorn)
