Yes.Any planets aspecting (especially the conjunction), or in the AC/1st house are bound to give you traits of the sign. Mars and Pluto's energies can feel similar in nature, with Mars being the ruler/co-ruler of Aries and Scorpio.
To have them both conjunct your ascendant gives you a personality that is strongly defined as "Arian" or "Martian" as well as Plutonian or Scorpionic. To have them both conjunct, in itself, would mean you go about acheiving what you want in your daily life in a Plutonian manner. With these planets so resting near one of the most sensitive points in your chart, influencing how you experience and "see" life in general, as well as how you express your personality, you're bound to feel more "Scorpio" like.
You said you're a Libra. Maybe you have some other planets in Scorpio as well. What are your house placements... Aspects?

But Planets in teh 12th house, are sometimes referred to by other astrologers as being "undeveloped energy". Qualities we either ignore, project onto others, or over-compensate for. Whatever the case is, it's been said that the energies of these planets are "hidden" or "suppressed", and so throughout the course of life, you will have to work especially hard on cultivating them and using them in a constructive and balanced way, otherwise they help bring you to your undoing.
Pluto/Mars conjunct from the twelth to the Ascendant can be sometimes feel like a double whammy. You may feel the energy much stronger than that of someone who has it in the 1st house (in the "open" and "exposed" to them). With Mars/Pluto energy not properly developed, it may feel like an overwhelming part of your nature. Add this to them approaching the AC (light, bringing things out into the open), and it can make a person's personality seem so strong with the qualities of these signs that it can overshadow many qualities of their Sun Sign.
I know from experience, I have Saturn in the 12th conjunct my AC by 4 degrees. I'm no Capricorn, but I've been told that the way I express myself/present myself towards others iss very stern, mature, wise, and organized. Someone who looks "all business/no play". People always think I'm at least 7 years older than true age (and being only 20 I HATE this 
) because of how I present myself. Of course thats how I really am, but..yeah. You get the picture.
