I had a friend tell me that scorpios born between 10/23 - 11/10 are differnt from scorpios born 11/11 - 11/21. Is this true?

There are decans for every sign.
The way I understand it, degrees 00:00:00 thru 09:59:59 Scorpio would be the Sun sign itself. So, a Scorpio with Sun in those degrees would be "more Scorpionic". Degrees 10:00:00-19:59:59 would behave with the flavor of the next Water sign, Pisces. Scorpios born between 20:00:00-29:59:59 would have a Cancerian expression.

Any given sign's triad of divisions-as-decans are ruled by that sign's three same-element signs.

The first decan of a sign is ruled by that sign. For example, the first decan of Aries is ruled by Aries; the first decan of Taurus is ruled by Taurus; the first decan of Gemini is ruled by Gemini, etc.

The second decan's ruler is the next-encountered same-element sign, following in normal Zodiacal order. The next fire-sign following Aries is Leo, so it rules Aries' second decan. The earth-sign following Taurus is Virgo, so it rules Taurus' second decan.

The final same-element sign, proceeding in normal order from there, rules the third decan. Sagittarius is the fire-sign trailing after Leo, so it rules the third decan of Aries. Capricorn rules Taurus' third decan.

Dwads are broken down much further than that, SexyScorp. Decans are every 10 degrees, and they tend to stay within the same elemental basis. While dwads cover the entire zodiac, and are broken down within every 2.5-3 degrees.
