Interesting. I think sometimes the water signs get this...theyre quiet and sometimes dont express themselves until its too late. Unless they have air or fire in their chart...then you hear all about it.

But...I'm going to say Pisces and Scorpio, only because their inner worlds are more private.

... Apparently people here don't like Scorpios much. All the ones I've known, though they don't always share their personal business with the entire world, usually are pretty honest about the goings on in their life and what they genuinely think about things.

Pisces really aren't all that sneaky either.

Gemini is often associated with having sliding scale ethics, "whatever fits the situation" sort of morals. So maybe gemini would be the sneakiest.

It's definitely not a fire sign. A sneaky sag? They'll accidnetally blurt out their whole plan at a party then trip over the couch while trying to enact it. Whatever that plan is.
Leo would surely be boasting about it to his closest chums, and aries fundamentally is too direct to really be sneaky. An aries isn't paranoid enough typically to be sneaky.

Honestly Blue... I was going to say Gemini too, but I didn't want to be the first one to say it. Many of the people I know who have prominent planets or positions in Gemini are very good liars and typically get away with it... AND they admit to it to other people. No one seems to mind all that much though.
