Is it significant if one partner's ascendant falls in the 7th house of the other partner? What does this feel like?

It means you are his descendant. In other words it means you are opposites and probably attract. For Cancerians it's Capricorn. For Sag it's Pisces. For Aquas it's Leo, etc.

ATTRACTION, and your ideal mate, specially with asc placements....

one should not underestimate the placements of sun, moon and asc in the other partners 7th house, apparently they are powerfull indeed..........

Sort of. For clarification, it could mean that your ascendant is opposite his ascendant. Although it's very possible that they don't meet the criteria for being opposite.

The 7th is supposed to represent, on some level, what you seek in a partner, so if his Ascendant [identity] falls in your 7th, then what you seek in a partner is somewhat fulfilled by his ascendant being there. (Or vice versa if it's your ascendant in his 7th.)
