The city I have been living in has become insane over the past decade. I think we have roughly over 1000 people a day coming in to live here. All community resources are very strained and they are building like crazy in the burbs. We have tonnes of job available and what you see most of the time on TV are ads for jobs.When I was born here, there was only 400,000 people. Now currently, icluding the metropolitan areas there are over 1.2 million people and counting. It doesn't look like it's gonna slow down any time soon and I just wonder why this is so with my city of residence. I'm about ready to pack my bags and move far away from here. The crime rate has picked up greatly and my neighborhood that I live in is not safe at all. The building manager put in 24/7 security in here and many other things.... so I'll give you the details and see what comes up! The city is at 114 W and 51 N Mountain Standard Time. Sept 1, 1875 Noonish would be one guess....that is when the NWMP came and set up shop here... I'm gonna have to do some more digging here cause there are more dates after the 1875 one.....sigh.... Incorperated as a town onNovember 7, 1884 Noon 114.02.43 W 51.03.42 N (Exact coordinates using Google Earth) - Population was 506 people Offically became a city on January 1, 1894 Noon - Population was 3,900
July 25, 2006 the popluation was offically 1 million people.

In the last decade Pluto transited through the 11th house in Sagittarius. Sagittarius is ruled by Jupiter and is naturally expansive. I'm not an expert at Mundane Astrology but in general, the 11th house is related to Aquarius which is very humanitarian and Jupiter/Sagittarius energies are very expansive. So when Pluto was transiting that area of the last 10 years, BINGO you get a HUGE INFLUX OF PEOPLE, HUMANS. The 11th house if a house of receiving. Your city has received an incredibly influx of humans.That's just from my first glance, but it makes sense especially since you mentioned it's been about a decade and that's when Pluto crossed that 11th house cusp.
