I just pulled up my solar return with new place of residence.

Do I only read solar aspects?

or

do I also look at them in aspect to natal as well and progressions?

What do I do, PLEASE HELP!

Also, if you were looking at the return chart and your solar planet fell on another person's natal would they or you feel the effect?

You basically take your SR chart and your natal chart and do a synastry comparison.

Select "Solar Return chart with natal and houses" on Astro.com.

You may read the return charts like a natal chart, but they do need to be compared to the natal and also the transits for that year. Also, you can look at transits to the return, especially those hitting SR cusps. Natal planets sitting on return angles are important and vice versa. Natal planets rising are important.

Look at the natal house and sign, which come to the return Asc, Des, MC and IC. What natal house contains the SR Asc?

Where the SR Moon is placed by house and sign is where you will see changes.

March and McEvers have a rarely used technique of comparing SR cusp rulerships to natal plants in their prediction book The Only Way to Learn About Tomorrow Vol.IV, which helps to tie in the natal chart more thoroughly.
