Well the sign of mars/mercury will determine the flavour of these planets, also if they are conj will change them. As for the 3rd, 3rd rules communications, short term travel, siblings. So it could mean that they have an aggressive sibling, a mercurial sibling (or even twins of twins - lots so to speak), it could mean that they are aggressive and fast drivers with good hand control, direct and forceful but articulate communication.
