Solar return is plotted for that moment in the year when the Sun is a the exact degree and minute as when you were born (so as it appears on your Natal Chart).If you're using an Astrodienst chart, you can get one that puts the Solar Return chart against the Natal chart.

In there, it says if you have Saturn in the 7th house of your Solar Return, that could mean misunderstandings with your partner or spouse. If it's retrograde and makes tense aspects on the Solar Return chart, it could mean a marriage planned for this year is delayed OR a dely in any legal matters you are undertaking at this time.
If you work through that book you will be able to get a reasonable idea about what your Solar Return chart has to offer.
For transits, look at your natal chart, and where the current positions of the planets fall against it. Saturn is in Virgo, where is that on your chart?
For me, Virgo is my 10th house, so Saturn is ploughing through there, and as you may imagine things are chugging along, no dynamic promotion for me as yet.
If Saturn was in my 7th I would be expecting similar to apply to my marriage. As I have a natal Saturn 7th I would be thinking that to me this applies to responsibility in the relationship, maybe there are problems we need to sort out that I have a large share in fixing. Just to give you an idea.
Bob Marks has this to say on 7th house Saturn by transit:

Remember, the 7th House rules open enemies as well as marriage and partnership. It rules any relationship where you approach the other person as an equal. Saturn transiting the 7th House makes you suddenly noticeable and the success that this transit tends to bring attracts jealousy. Be prepared to guard your rear. One reason marriages are under greater stress when Saturn goes through this house is that the partner becomes envious of your success. You may have to make an extra effort to soothe their ego. Or, if you think that it’s disgusting for them to be so petty, dump them.
Progressed chart, something different, Saturn may not have moved much by progression, it's not normally factored in to pogressed aspects very much, but you can if you find it is significant on your chart.
