I've taken a quick look at both of your charts.When you first posted your question, the Moon was transiting your 7th house - so relationships would have been very much on your mind.
Is there any way you can get his time of birth? As it's really not possible to see exactly what's going on here without it.
Using a 12 noon birth time for him - he would have had the Moon transiting his 5th house - so romance on his mind.
Maybe when these 2 transits are happening, are the times when you "almost" get together. But without his time we're only guessing.
Again using a 12 noon time for him he has Saturn (which can cause restrictions) transiting his 7th house (which rules relationships). He also has Mars in the 7th in his natal chart. Mars is our drive (how get get want we want etc). Sitting in his natal 7th house would give him a drive towards relationships but Saturn transiting that house can cause delays, restrictions and even break-ups of relationships that have problems.
That could explain wants happening but see what you can do about finding out his birth time. Then I can look at it for you.
Back to your natal chart.....
You actually have Uranus (which can be rather erratic, causing sudden and unexpected changes) transiting your 5th house (romance). Uranus is not a fast moving planet so it's going to be sitting in your 5th house for quite a while yet.
Interesting in your natal chart that your Sun is at 29 degrees - which is classed as the Anaretic (critical) degree. Important in a chart. Here's some info for you re that. Let me know how you relate to it?
