Is chart information fixed? Or, can you see different things in a relationship, due to the planetary movements? Are all charts based upon what was happening astronomically at the time of your birth, or can you see what is happening in your charts for the present time?

Does that make any sense? I'm having trouble wording this... =(

The natal chart is fixed at your birth, but the current transitting planets do make aspects to the positions found natally.
astrodienst has that option.. if you go to extended charts ... there's a drop down menu with transit options.

Ok so, the transitting planets although reference your natal chart, can also give you a view of what is going on now in a relationship based upon the planet placements at this time?

If you create a Davison Relationship chart, you can use that just like a natal; transits, progressions and such, can be done using it. There is another thread in here about those charts, I wrote a little about them there,.... not much though!
