You can find the declination info in the PDF file that comes up with the Astro.com charts - open that up, and you'll see a column "Declination" next to the "Latitude" one in the table listing the Planet Positions. You can find Declinations for the house cusps as well.

If one person's planet is parallel that of another (i.e. within a degree in Declination) and both are N or S, that is similar to a harmonious aspect between the two. Anti-parallel is when they are within a degree of one another, but one is N and the other is S - this is similar to an opposition.
