Ok, well if you realize he has ulterior motives and not honorable intentions, then your decision is easy. You have already declined dinner with him twice. If he continues to ask, ignoring your response, it's now disrespectful. NO means NO. Many women have found themselves in very bad situations because a man chooses to ignore this simple truth.

Did he ask if he could have you for dessert? ;D lol This is kind of funny it its way...We should create a Sun Sign Guide to Cheaters When a VIRGO man cheats he does it properly and respectfully by asking the lady out to dinner.  lol It sounds like you like him some, so be careful.
