When we compare A's progressed natal chart and B's natal chart, how do we interpret aspects? say A's Mars squares B's Moon, is the influence mutual? How about A's Moon squares B's Mars?

In other words, does the inner planet always feel the outer planet? or does it depends on whether the person is the natal chart holder or progressed chart holder? I read somewhere that the progressed chart is like a costume. Then can inner planets in progressed chart feel?
