In doing a synastry chart and the other person's birth time is not known, can it still be accurate? is it ok if 12 noon will be used instead ?

The only thing that is accurate is the aspects it will make your planets and which of YOUR houses their planets fall in. The moon might be a bit inaccurate so I wouldn't look at that too much until you have an accurate time. Using 12 noon won't help much either bc it's not accurate. It will only help for the sake of looking at the chart on astro.

It would be accurate on planets. It would not be totally accurate on Moon and Venus which move fast.
Houses would not be accurate. Angles such as ASC and DSC would not be accurate
Asteroids would be accurate.

what if there is no birth time recorded in the birth certificate, it was just remembered by the father as around 11 or 11:30? using 11:30 as birth time be okay?

In a senario like that I would take the average time between 11 and 11.30 so like 11.15. There's always chart rectification but it's a long process and I don't know how to do it yet. Coffee is really good that, he posts more in the Astro 2 forum, but again it's up to him to do it. He also uses whole house system so it will look a bit different.
