It does look like a yes, but this is also the wrong kind of chart for horary so it doesn't give all the info needed.

You look like you are really far apart from each other but it looks like there is romance destined. It's only romance though, that doesn't mean commitment. It looks like you are very interested in something beyond romance. You might have some confusion or illusion about the situation.

His significator is Rx and at the end of a sign. That is difficult. He could be changing his mind about things because his circumstances are changing.
