Ascendant is too early at 0 degrees and this means that in the given situation it is way too early to tell. Second, Saturn is in the 1st house which usually leads to delays, obstacles, or a negative end to the situation. You are Scorpio asc, significator mars, making no aspect to his Venus significator. Moon in a separating trine aspect to Venus, no aspect to mars. Sun and Moon make no aspect. Looks like a no...

I'm just now getting back to this board, but wanted to point out that I agree with asclibrasagsun! I recently got a chart with zero degrees and was instructed to try asking again in a few hours.. the second one had a degree of 1, so that basically solidified the first chart as being too early.. Anyway, I would say that it is likely still in development and too early to tell, but instead of asking as soon as I did, maybe you can try asking again in a few weeks if nothing new has happened by then? Another thing that a zero degree answer can represent is that the querent hasn't actually asked the root question.. not sure if that applies to you, but just thought I'd put that out there in case it does.
