It' for someone very dear to me and the love "house" is not working that well.

Will it a re bound or a new relationship?

With saturn in the 12 I don't see it, in fact it may be a lonely year if you're not already in a relationship. I went through this recently myself and there was tons of introspection. I just didn't care to go out and socialize or talk to people much.

No I'm sorry. Look I'm not an expert in solar returns but when I had my SR saturn in the 12 is was right on the asc and falling into my natal 7th. Yours is pretty much a saturn return which means the next couple of years will be somewhat challenging for you. Mars is in a wide sextile to your natal Venus but your 7H ruler Venus isn't making any aspects to mars.

It was a lonely year for me and a friend of mine who is experiencing Saturn transit her 12 is experiencing a similar loneliness and introversion. You may deal with the energy more easily since you have natal Saturn in your 12, but from my knowledge it doesn't bode well for relationships.
