I think person A is confused. They are used to structure and then are embraced by the Fool who urges us to move forward in our own path, taking a leap of faith, ready for an adventure, followed by the HP who represents knowledge not yet shared. So I think A really doesn't know which way to go with it come to person B. There's a need for action for uncertainty as to what kind of action would be best suited.
