1. Could a relationship work between you and him

What I'm getting here is that he's a cold guy not one for wearing his heart on his sleeve here, could be some emotional blockage from his past or whatever but he's not really expressing himself as much as he should be at this time. You need to be strong emotionally for this as I do see some hurt from this situation mostly from yourself as I see fear here. I don't see any cards pointing to a relationship here at all, possibly because of his incapacity to open up about himself.

2. Why hasnt he contacted you

Seems like he's just been doing his own thing, I see financial problems coming into it as well with him maybe not having enough money to contact or his money worries taking over the other things of his life. I think he will contact you eventually, the cards are pretty much pointing to a week and a bit away (more specifically 10 days since I got the star, number 27 then 10 of wands, 10 days) but a week sounds about right

I think you're going to be making the decision in the end as to whether to pursue it or not, you'll have to be strong and mindful about this. From what I've got from the reading he seems like a cold person and I'm not feeling much emotion, just blockage.
