Based on this chart, I don't think she will meet him. In this chart, Saturn is her dad's significator. She is Venus as it rules the ascendant. They do not form an aspect with each other. Mercury acts as a co-significator for the querent since it is in the same house. It forms a separating square aspect with Saturn. I believe this means no. Mercury could also represent someone in her family (could be the non-biological family) who is preventing her from meeting him. The Sun is a co-significator for her dad, but it does not aspect Venus, Mercury, or the Moon. She might want to meet him as Venus forms a separating opposition aspect with the Moon, but some circumstances might not allow her to do so.
