Okay, I'm getting a no from this chart. Main significators aren't aspecting. Mars is in detriment and is weak in the 12th house, plus retrograde. This represents him. You are Venus exalted in Pisces in the 5th house. It's a good placement for Venus. You might be looking for romance and you may be totally taken with this person, but I think you're looking for love in the wrong place. Co-significators, Moon (you) and Sun (him), form a quincunx. I usually don't count minor aspects, but in this case, I'm using it to verify things. Usually a quincunx means both planets's energy are manifested in extremely different ways that they can't channel it into each other either positively or negatively. There's nowhere for his energy to go, meaning, he doesn't really have romantic feelings for you. And with the Moon in the 11th house, you could probably just be a friend to him, while he is someone special to you (sun in the 7th).

I don't know what he said, but Pluto is a collector of Light. Jupiter is also a collector of light between you. I'd say yes. You're conjunct Neptune, so you will find attraction to someone else or something else that you may like more and will draw your attention. I know I'm late to the party.
