How to calculate Degrees from Declination and Latitude?

Hello, I am trying to find out how do they calculate the degrees.

For example, if they say they are only using a 0.3 degrees from the Latitudes

What is the best way to find that out?
Example

Venus 2° 4' 9" S
Neptune 0°59'41" N

If I do substract it, and find out a number how do you convert it to degree?
