the wheel is saying he does have feelings for you and this is possibly a karmic relationship, it's telling you to have faith in the universe and that all will work out as it is supposed to. this card also suggests that change is coming and that this is a big turning point in your life

nine of swords reversed is a card of depression, anxiety, despair and self doubt, I think this is saying you need to try and relax and just go with the flow. you could actually bring about a negative situation due to over worry and stress and you don't want to do that! :O

four of wands is a great card! it represents harmony, celebration, marriage and unity. now this doesn't mean you'll be getting married lol well it could but I think it's showing that there is a good chance of you guys getting together. this is a time of celebration and harmony and a reminder that good things in life don't come so often but when they do you should enjoy and celebrate!

eight of pentacles represents apprenticeships, education and quality the education could be a really informal type this just shows you're hard at work and determined to hone your skills an example would be you learned some French but now you are studying to become fluent in French this could be an intrest or hobby or your job/ school.

seven of swords reversed says you need to break free from old habits and ways of thinking in order to overcome a challenge.
I think he does have feelings for you but I think this may be a difficult relationship of course most of them are and there will be challenges to overcome.
