It means that this person admires you in a romantic way but he is not ready to take the next step. He may look out in a physical manner more than as emotional. Commitment might not be in mind, but with 9 of pentacles he sees you as a powerful independent woman, but it could be good time if you enjoy yourself not getting too carried away.
