the most important card here for me was the KoS, because it could mean two things: enjoying the communication, the exchange (and the communication is described after that). Another possibility: the KoS is about showing one's serious side and analyzing and discerning a situation, becoming serious about it, testing someone to make a decision what to do with them.

I do think he is in a testing phase, just like fishy here aka he doesn't have actual, clear intentions: testing the waters would be a good word.

But I was baffled about this King: is he taking it seriously or is he just enjoying the devil Knight 2 of pentacles type of exchange?

So I asked this to my tarot: is the king serious or casual? and got the 3 of cups on the KoS Oh well

I honestly think he is casual, yes, but with the Knight, he is open, I mean he could evolve towards romance....but at this point, the intentions with him when he calls you seem to be these: "I need to figure out what to do with this, but I am approaching everything casually"

What I get for you is someone very very fun, I feel like he will be a match in the fun department for you that you both will make one silly little team. But it feels like a perfect match.
I get him being the act of the party but while eyes on him, his eyes are on you.
I feel you will meet him in an outdoor setting, it feels like a big celebration. I dont know where you live but 4th July came to me, so that type of setting, BBQ/picnic style party.
I feel lampions in the drees, some lake or water or something like this.
He feels to be a bit older than you, but 2-3 years not more. I do see him having a job, but it doesnt feel like a boring job, more like advertising or something where you need to be creative, architect also maybe.
I do see him being nicely tall, taller than you but not a giant
I feel scruffy hair, possibly green eyes.
He is a gentleman at heart, well manared and he was tought well how to treat the ladies by his mom, so there is a lot of respect towards females in general, feels like he may have a sister/sisters which give him more respect toward women.

It seems both of you can't establish a certain direction, I mean one of your has to do it...he doesn't seem to be the guy, he will follow your lead, that's what I think and I know you hate that.
