I'm leaving soon and I don't think I'll see him anytime soon, but I have developed feelings for him...however, I don't think our desire for commitment is that strong enough to start a long-distance relationship in general.

So J enjoys what u guys have right now. He finds u attractive articulate and enjoyable but he's thinking the same as u. He's not ready for a LDR. He doesn't want to pursue anything and risk ruining ur relationship. He either believes it to be an issue /burden or he actually has a lot on his plate that prevents him from pursuing u.
So to answer ur q. Yes he finds u attractive and likes u but hesistant like u.
