Two of Swords is the recognition of the fact you still need closure - there's a sense of a "stalemate" between you two because things may have been left with a vibe of "maybe" - maybe he never gave you anything definite. Maybe you guys have a history of breaking up/getting back together?

The Devil could represent the fact that you two can be very possessive of one another and that there's possibly a history of jealousy.

The Two of Swords mostly shows that you need mental clarity and shouldn't turn a blind eye to the truth (he's found someone else) and that this is a choice you for you to make, because you're not making a decision right now. Devil can represent that you have him in your life in the form of an addiction, but that it's detrimental to your mental health at the end of it. You may be trying to rationalize your behavior but it's not in your benefit right now.

You may work together in the future to build more calm feelings towards each other. Maybe you'll even be okay with the new girl as his girlfriend and develop good relations with them. With the surrounding cards it looks to be some kind of love triangle. This card is very much grounded in reality though - I used to pull it all the time with a crush and over time we would have an amazing working relationship, but nothing ever materialized romantically.
